Last Council Meeting of 2015 Sets the Agenda for 2016

At the last scheduled council meeting of 2015, the Parish Council approved the 2016 budget, contracts that address transportation services, grant management, drainage, as well as an annual bid for pumps.

A new three-year Intergovernmental Agreement was approved with the River Parishes Transit Authority (RPTA) to ensure continuation of the regional mass transit system.  RPTA operates and administers the transit system within St. Charles and St. John the Baptist Parishes.  The agreement terminates on December 31, 2018, with an option to extend for one year.  St. John the Baptist Parish is responsible for annual payments of $125,000.  Passengers may call 985-651-1141 or the toll free number 1-877-651-1171 between 8:30 a.m. and 4:30 p.m. Monday through Friday to schedule rides.  RPTA passengers must call at least 24 hours in advance.

After securing over $2.6 million in grant funding through the Louisiana Department of Health and Hospitals (LDHH), Pontchartrain Restoration Program, Louisiana Government Assistance Program (LGAP), Community Water Enrichment Fund (CWEF), and EPA Wastewater Grant, a contract amendment was approved with Digital Engineering (DE) for Grant Funded Project Engineering Support and Grant Management Assistance.  The amendment is for a not-to-exceed amount of $50,000.   DE will continue managing the secured grants while awaiting an award decision on four additional grants and applying for new grants to improve the Parish’s infrastructure.

The Parish Council also approved the advertisement of bids for Phase II of the Reserve Drainage Project.  Shread Kuyrkendall and Associates, Inc. is finalizing bid specifications for ditch work and culvert and catch basin alignment on areas east of Central Avenue to E. 31st St.  The project is funded through a $2.5 million FEMA/GOHSEP Hazard Mitigation Grant from Hurricanes Gustav/Ike.  Phase I of the Reserve Drainage Improvement Project was completed in 2011 and funded through the 2009 Bond Issue.  Phase II, which includes Terrance St., West 8th St., Marmillian Loop, Toni Dr., West 2nd St., West 4th St., Cornland Dr., and Hart Dr. will be awarded following the public bid process.

The 2016 annual contract for pumps and related materials was also awarded to Johnson Equipment Co. and J.H. Wright & Associates, the lowest bidders, during the Finance meeting.
